A Goma, il est difficile de passer son enfance en toute dignité:Témoignage


Agé de 15 ans, Jonas Bandu a emboité le chemin de travail prématurément pour préparer sa vie et aider ses parents aux charges familiales. De visage timide, ce sportif redouté s’adonne sans complexe au travail de revendre l’eau via son vélo qu’il puise au lac Kivu en destination des ménages de son quartier parcourant une distance de près quatre kilomètres par course.

La journée de l’Enfant Africain est célébrée le 16 juin de chaque année. Crée par l’OUA, aujourd’hui UA (Union Africaine ndlr) depuis 1911 en hommage aux victimes du massacre des élèves de Soweto qui manifestait contre le forcing de parler Afrikaans (langue des blancs) en Afrique du Sud ; en cette occasion, chaque Etat africain dresse un état de lieu de la situation des droits des enfants sur son territoire.

En RDC, plusieurs milliers d’enfants n’ont pas accès à l’éducation pour des raisons multiples dont la plus majeure est le chômage de leurs parents. 90% de la population active congolaise n’ont pas d’emploi formel. Cette situation est à la base du désistement des cours des enfants vers les milieux de travail pourtant prohibé par la loi. Le travail des enfants est devenue monnaie courante dès lors.  

J’ai rencontré un enfant qui partage sa dure expérience de travail dans l’informel, comme revendeur d’eau via son vélo.

« Grâce aux coups de main, en période de vacances que j’apportais à mon cousin qui jusqu’aujourd’hui pratique ce travail, j’ai acquis mon vélo à 25 dollars et 6 bidons vides à 3 dollars l’unité.» Raconte, occupé à ranger ses bidons sur son vélo, J. Bandu, avant d’ajouter ceci : « Chaque jour je me réveille à 5 heures du matin en route vers la plage du peuple pour ensuite remonter avec l’eau très tôt quand la clientèle en a besoin.» 

Cet enfant n’est pas le seul à faire ce genre d’activité lucrative pour subvenir aux besoins du ménage. Certains parents, les conditions de vie devenues très précaires à Goma, vont même à contraindre tous leurs enfants de se débrouiller pour leur frais scolaires, nourriture quotidienne, vêtements, souliers et même soins médicaux ; en dépit de l’âge et de la force physique de ces derniers.  


Plutôt que voler, vaut mieux peiner dans l’intégrité. 
J.Bandu nous a confié que les recettes tirées de son travail servent à préparer son année scolaire prochaine sans faire l’objet de plusieurs renvois comme par le passé avant de révéler qu’il contribue un tant soi peu aux charges de sa famille en remettant la moitié de ses recettes à sa maman, sa caissière préférée.

« J’ai abandonné les cours juste au début de cette année suite aux renvois réguliers dont je faisais l’objet par suite de manque des frais scolaires le délai convenu par notre Directeur. Mon père n’a pas d’emploi, ma mère également à cause de multiples guerres et chômage récurrent. Je suis issue d’une famille de 6 enfants. C’est une charge que de supporter toute notre survie. »
Les durs travaux sont interdits pour les enfants au regard des risques qu’ils encourent dans l’exercice de leurs métiers.

« Il m’arrive d’être incapable de me réveiller par suite des maux au dos. C’est un travail lourd que de pousser un vélo contenant 6 bidons de 20 litres chacun pour des sommes modiques en plus. Je gagne après avoir souffert. Mais c’est ça la vie chez nous. Il est écrit, dit-il tu mangeras à la sueur de ton front. Plutôt que voler, vaut mieux peiner dans l’intégrité. 
En dépit de ces souffrances, Jonas Bandu nourrit des rêves fabuleux.

« Devenir grand joueur de football comme Messi c’est mon rêve.» Révèle-t-il.

Pour rendre effectif ce rêve de J. Bandu, les autorités congolaises devraient songer et dans un délai court à rétablir la paix à l’Est de la RDC et à créer l’emploi pour les parents, conséquences de stabilité et d’essor pour l’assurance vie, éducation, santé, etc. de tous. Ch. F.

Sommet de la CIRGL DU 05.09.2013: SOLUTION POLITIQUE A PROMOUVOIR EN RDC

              D'aucuns disent sans ambages que la GUERRE EST FINIE !!!!!!!


Mais moi je m'interroge, si cela était prévisible, fallait-il vraiment (pour le M23), prendre en otage deux ans durant tout un peuple innocent du territoire de Nyiragongo et de Rutshuru, en le soumettant à des atrocités indicibles, fallait-il vraiment attaquer sans vergogne les positions de forces loyalistes des FARDC, fallait-il vraiment larguer des bombes indiscriminées dans la grande ville de Goma occasionnant une dizaine de morts, une soixante de blessés, une psychose généralisée à la base même du report de la rentrée scolaire, fallait-il vraiment inciter la population à se déplacer massivement vers de milieux précaires comme les camps de fortune au tour de Goma, fallait-il vraiment violer les droits humains, fallait-il vraiment (pour le gouvernement de Kinshasa) incarcérer ceux qui ont pris le courage de dénoncer les stratagèmes de la poursuite de la guerre, le député Butondo Muhindo Nzangi du MSR et l'opposant Christhian Badose de l'ECIDE, et d'autres militants de droits humains, pour ne pas les citer, fallait-il sommer la communauté internationale d'entrer dans la danse aux côtés des FARDC..., L'HISTOIRE NE CESSE DE SE RÉPÉTER en RDC: Guerre, Agression, Négociations, Accords, toujours le même jeu avec les mêmes acteurs et jouant les mêmes rôles. La solution idoine est de combler le vide de gouvernance au sommet de l'Etat comme le disait l'autre. L'heure de la révolution a sonné. CONCERTONS-NOUS POUR CHANGER LES CHOSES A LA BASE. Ch.F.

ICGLR International Conference on the Great Lakes Region 

7th Extraordinary Summit of Heads of State and Government of the International 
Conference on the Great Lakes Region (ICGLR) on Security Situation in Eastern DRC 
took place in Kampala 

Kampala, Uganda, September 05, 2013: The Heads of State and Government of the 
International Conference on the Great Lakes Region (ICGLR), meeting in Kampala, on 5 
September, 2013 at the invitation of H.E. Mr. Yoweri Kaguta Museveni, President of the 
Republic of Uganda and Chairman of the ICGLR Summit, to discuss the worsening security 
situation in Eastern Democratic Republic of Congo. 

The Summit recalled its decisions made during 6th Extraordinary Summit, held in Nairobi on 31 July 2013 and was Gravely concerned with the resumption of hostilities in eastern Democratic Republic of Congo (DRC) and the worsening security and humanitarian crisis that has resulted in continued deaths of civilians, displacement and suffering of populations. The Summit was concerned that this new escalation of hostilities is an obstacle to the implementation of the Nairobi Extraordinary Summit Declaration of 31 July 2013, and a threat to regional peace and 
security; 

The Summit Welcomed and expressed its full support to the ongoing international efforts to address the crisis in Eastern DRC in particular the UN Framework for Peace, Security and Cooperation for the DRC and the Region, signed in Addis Ababa on 24 February 2013, the UN Security Council Resolution 2098 adopted on 28 March 2013, and reaffirmed the support for the mandate of the UN Special Envoy of the Secretary General to the Great Lakes region; 

The summit reiterated its relentless commitment to find lasting solutions to the prolonged security crisis in eastern Democratic Republic of Congo in the spirit of the Pact on Security, Stability and Development and reaffirm its support to the ongoing Dialogue in Kampala, Uganda, between the Government of the Democratic Republic of Congo and M23, mediated by the current Chairman of the ICGLR in line with the decisions the Heads of State and Government made at their Extraordinary Summit held in Kampala on 24 November 2012; 

The Summit commended the untiring efforts by H.E. President Yoweri Kaguta Museveni, Chairman of the ICGLR Summit in the search for a lasting solution to the security and humanitarian crisis in Eastern DRC and encouraged him to continue with his efforts; 

The summit was attended by: 

1. H.E. Yoweri Kaguta MUSEVENI, President of the Republic of Uganda and current 
Chairperson of the ICGLR 
2. H.E. Jakaya Mrisho KIKWETE, President of the United Republic of Tanzania 
3. H.E. Paul KAGAME, President of the Republic of Rwanda 
4. H.E. Joseph KABILA KABANGE, President of the Democratic Republic of Congo 
5. H.E. Salva Kiir MAYARDIT , President of the Republic of South Sudan 
6. H.E. Laurent KAVAKURE, Minister for External Relations and International 
Cooperation of the Republic of Burundi, 
7. H.E. Charles Richard MONDJO, Minister for Defense of the Republic of Congo 
8. H.E. Amina MOHAMED, Foreign Affairs Cabinet Secretary of the Republic of Kenya 
9. H.E. Wilbur SIMUSA, Minister for Foreign Affairs of the Republic of Zambia 
10. H.E Abdalmahmood Abdal Haleem Mohamed, Director General, Ministry of Foreign 
Affairs 

Present were representatives of:

2. UN Secretary General Special Envoy to the Great Lakes Region, Mrs Mary ROBINSON 
3. SADC, Dr. Tax L. STERGOMENA, Executive Secretary 
4. EAC, Ambassador, Richard SEZIBERA, Secretary General 

Also present were representatives of the co-opted countries including: 

1. H.E. N.J MASHIMBYE, Republic of South Africa Ambassador to the Democratic 
Republic of Congo; 
2. Brigadier General Marcel R.D CHIRWA (RTD), Deputy High Commissioner of the 
Republic of Malawi Having received reports from the Meetings of the Committee of Ministers of Defence and the Regional Inter ministerial Committee (RIMC) respectively, on the security situation in Eastern DRC, in particular recommendations on addressing the renewed fighting and the consequent security and humanitarian crises, the Summit decided as follows: 

1. Strongly condemn the recent bombings in Munigi and Goma in DRC that have resulted in the death of a Senior UN officer attached to the Intervention Brigade, hundreds of civilians as well as the injury of UN military officers and civilians, and task the Expanded Joint Verification Mechanism (EJVM) to undertake immediate investigations and provide the report thereof to the Committee of Ministers of Defence of the ICGLR as soon as possible; 

2. Strongly condemn the recent bombings from DRC territory that have resulted in the 
deaths of civilians in the territory of Rwanda and direct the EJVM to complete the 
verification process and provide a report to the Chairperson of the Committee of 
Ministers of Defence as soon as possible; 

3. Direct that the Kampala Dialogue resumes within 3 days after this Extra-ordinary Summit and conclude within a maximum period of 14 days during which maximum restraint must be exercised on the ground to allow for talks to conclude. If the Dialogue is not concluded in the time agreed upon, the Chairman of the Summit shall consult his 
colleagues on the way forward; 

4. M23 should put an end to all military activities, and stop war and threats of overthrowing the lawful Government of DRC; 

5. Commit to continue exerting pressure together with our partners in particular the 
Intervention Brigade, on the M23 and all other Negative Forces in Eastern DRC to ensure they stop war; 

6. Accept the request by MONUSCO to have permanent representation in the Expanded 
Joint Verification Mechanism (EJVM), and appeal to MONUSCO to provide logistical 
support to the EJVM to enable it to carry out its mandate effectively; 

7. Directed the Committee of Ministers of Defence to develop guidelines for legal and
diplomatic protection of officers of ICGLR Mechanisms in line with international 
standards and develop a code of conduct for officers serving in such stations; 

8. Direct the Executive Secretary to fast track the release of the funds donated to the EJVM by the European Union through the African Union and commit to honour our financial obligations to the EJVM; 

9. Expressed strong concern on the ongoing humanitarian crisis exacerbated by the recent fighting in eastern DRC and called on the international community to provide urgent humanitarian assistance including food, medicine, tents etc; 

10. Requested the United Nations System to urgently find a definitive solution to the former M23 combatants interned in eastern Rwanda since March 2013; 

11. The Summit accepted the proposal by the SADC Summit held in Lilongwe on 17 -18 August 2013 on convening a joint SADC-ICGLR Summit on the Great Lakes Region and directed the ICGLR Executive Secretary to liaise with the SADC Executive Secretary to organise the Summit.
